Loudoun Seeks Detailed Plan from Moorefield Station

Concept to Locate Loudoun’s Government Administrative Center at Moorefield Station One of Three Teams Asked to Submit Detailed Proposals

BETHESDA, MD – This week, Loudoun County selected the Loudoun Civic and Transit Center (LCTC) at Moorefield Station proposal for a new Government Administrative Center as one of three finalists to move forward to the next phase of procurement. The County will now ask that the LCTC team, along with two other teams proposing sites on the outskirts of Leesburg, submit detailed plans within the next several months. A County decision on relocation might then be made by early fall.

As part of the proposal, the Claude Moore Charitable Foundation has offered 2-1/2 Metro-adjacent city blocks at Moorefield Station to accommodate the Loudoun County government. This land, when added to property already dedicated to the County for planned Transit improvements, amounts to a 5-block, 27-acre Civic District sitting at the heart of what is to become Loudoun’s largest urban core and transportation hub. The proposed project at Moorefield Station is called Loudoun Civic and Transit Center.

Moorefield Station, a Smart Growth community, is located about halfway between Leesburg and Dulles Airport at the site of the Loudoun’s first planned Metro Rail station. Moorefield Station will combine housing, offices, shops, galleries, museums, restaurants, and hotels with public services, educational facilities, and a recreation center to create an urban neighborhood with multi-story buildings and open green space throughout. The land being offered to the County within Moorefield Station can accommodate not only the County’s current and future space needs, but also space for community serving facilities such as a cultural arts center, library, or other civic gathering space.

A County decision to locate at Moorefield Station would support the success of planned Transit expansion into the County, a project to which the County has already committed to contribute $240 million. A move to Moorefield Station will also accelerate commercial development planned for the area. Unlike traditional for-profit developments, any financial gain recognized by the Claude Moore Charitable Foundation is returned to the community in the form of education-related grants and programs. Greg Derby, a member of the Loudoun Civic and Transit Center development team, notes that “I understand a move to Leesburg is an emotional favorite, however, a move to Moorefield Station serves the community in ways that far exceed a simple office space solution. We feel confident that as the detailed proposal process moves forward, the County will recognize this value. We look forward to working with the community to make this important project happen.”
