A 100 Year Solution
In November 2006, Loudoun County requested partnership proposals to deliver a government campus complex, including Class A office space, additional land for future expansion and parking.
LCTC has responded to the request of the County by offering a compelling and enduring office solution that meets Loudoun County’s immediate and planned workspace requirements, while simultaneously advancing important transportation and economic objectives. Located at the transit center of the planned Moorefield Station development, LCTC’s proposed Loudoun Civic and Transit Center is not just commuter accessible, but a regional multi-modal transportation hub.
Satisfying the County’s immediate challenges, LCTC’s proposal delivers a compelling solution that:
Eliminates the workspace shortage by providing sufficient land to accommodate the following program:
- A Government Center Building and a Health/Community Services Building
- Ample, convenient parking
- Two building pad sites that could accommodate office expansion space requested by the County, or could be made available for civic, cultural or commercial uses
- Two additional city blocks that may be used for surface parking or for future development as the County sees fit
Minimizes overall traffic impact of the new government facilities by:
- Integrating with transit uses including local and regional bus service and future mass transit
- Locating at the County’s population center
- Placing traffic where it can best be accommodated and with already approved transportation and land-use plans
- Offering convenient bicycle and pedestrian trails and sidewalks
- Building office uses within an efficient local traffic grid that includes future dedicated bus-only access roads
Creates a vibrant civic destination by:
- Providing open space suitable for public concerts, festivals, and other civic programming
- Providing ample space for a future performing arts facility, cultural attractions or other civic amenities
- Co-locating government offices with housing, shopping, recreational amenities, cultural attractions, child day-care facilities, a library and outdoor public spaces
- Encouraging walking through well-planned public plazas, wide sidewalks and pocket parks
- Becoming an iconic representation and source of pride in the community
- Strengthening the image of Loudoun County both regionally and beyond
